Actually, the proper way to capture is described in bug #513903

Running wireshark as root is considered a Bad Idea for security reasons,
which is why the menu item is non-root by default. A lot of people run
it as root anyways, because it's easier than setting up a secure method
of capturing packets.

I would tend to agree with you, but I'm just a bug triager. I suggest
you contact upstream directly if you really want to get a discussion
going here.
