Binary package hint: lightdm
The "Apply System-Wide" buttons in Language Support don't work in
sessions started with LightDM. No error message appears,
/etc/default/locale and /etc/environment are unchanged, and I haven't
found any applicable log message.
I made this observation in both Natty and Oneiric.
