Unfortunately the log does not contain the portion where it tries to
stop cups. The upgrade ought to abort if cups doesn't shutdown. It seems
you reported the bug only after manually stopping cups and triggering
the upgrade again? (This would then show the log of the second upgrade
only). Can you reproduce a situation where cups doesn't stop? Does
sudo apt-get install --reinstall cups
trigger it?
