I am afraid this is not enough information to allow us to troubleshoot
the problem. Please repost and include:
Your version of ubuntu
version of bandwidthd
any error messages
Does this happen every time you try and start it
I installed and ran it with no errors on feisty with 'sudo bandwidthd'.
Without sudo it gives 'Cannot open ./etc/bandwidthd.conf'
