Given that it seems there is a failing test (but not relevant test -- it's an example test that nosetest is pulling in), it is technically non trivial to enable tests. I'd like to see it happen if possible, but it's not a blocker, since dingus is so dormant (same version since Lucid, no bugs) and you say it will shortly no longer be needed, it's fine.
I filed a bug in Debian to request the suite be enabled.
