This is going to need to be fixed in the Lubuntu seeds.  I think the
right answer is to remove the libavcodec* blacklist entry.  Here's the

The distinction drawn in this meeting was predicated on CDs being
physically-shipped objects, as distinct from objects downloaded over the
Internet.  In the case of the Lubuntu CDs where Canonical isn't shipping
physical media, I can't see how there's a legal difference between what
we ship in the archive and what we put on the Lubuntu CDs.  Thus, I
think the blacklist entry is pointless for Lubuntu, at least assuming
that you intend to ship binaries linked against libavcodec.
