This is going to need to be fixed in the Lubuntu seeds. I think the right answer is to remove the libavcodec* blacklist entry. Here's the relevant technical board meeting log:

In the case of the Lubuntu CDs where Canonical isn't shipping physical media, I can't see how there's a legal difference between what we ship in the archive and what we put on the Lubuntu CDs.
