Hey! Are you kidding me?! Ubuntu 11.10 uses Unity interface by default. There is no Gnome Desktop and no gnome-panel package as well in the Unity. And in the Unity's Date&Time settings and in the Locations list there is neither GMT no UTC abbreviations. No package - no bug.
