Thanks for your bug report and help to make ubuntu better.

To people getting this bug and duplicates: Do you have the file filed in
the bug title (and upper directory) on your disk? Do you have special
permissions on them, like not containing your user?

I'm quite puzzled as normally, the host initialisation (which should be
before getting into this code), creates the directories if not present.
