Yep. I've noticed this as well. No xvba-va-driver if using fglrx-
updates:

The following packages will be REMOVED:
  fglrx fglrx-amdcccle xvba-va-driver
The following NEW packages will be installed:
  fglrx-amdcccle-updates fglrx-updates
