Don't think it's fixed. Using 1.4-1 in Linux Mint Debian and the command: cpulimit --pid=3307 --limit=199
correctly attaches to the process but doesn't limit speed. (In fact anything from 100 up places no limit on the process). cpulimit --pid=3307 --limit=99 works correctly - limits to just under one processor.
