I had the same error, so based on comments here I viewed the end of the
apt log file, /var/log/dist-upgrade/apt.log. There I found that
nspluginwrapper was "held", so I removed nspluginwrapper via Synaptic
(realizing I could have used 'sudo apt-get remove nspluginwrapper'),
which also removed flashplugin. This fixed my problem, and I hope it
helps fix yours.
