Have you tested specifying nfsvers=n in place of mountvers=n, and found
that it didn't work?  My assertion is that, contrary to the SGD
documentation, 'mountvers' should normally not need to be specified
explicitly.

The behavior change is a result of changes in nfs-utils upstream; this
is not an Ubuntu-specific change.  I would expect the same problem to
affect recent versions of RHEL, for instance.
