I have forwarded this to https://bugzilla.gnome.org/show_bug.cgi?id=662188 because I saw similar errors with my upstream gnome-help translation too. It turned out that the cause of that problem was the old itstool 1.0.1 jhbuild was using. With itstool 1.1, everything appeared just fine.
I also ran itstool on ubuntu-docs, and the resulting pot file was somewhat different, compared to the one in bzr.
