I have finally resolved this issue after update to 11.10. This is Dell e6410.
The update via Update Manager didn't work for me as mentioned before so I tried a clean reinstall. Fortunately, Ubuntu installer is able to keep all configuration from home dir a also to reinstall most of previously installed packages so the reinstallation was really not that painful. After this process, everything works as it should. Turn on/turn off and even suspend in memory and hibernation. After coming through this I suppose that shutdown error has to do something with configuration in /etc not updating correctly when system was updated from 10.10 to 11.04.
