pm-utils-1.4.1 appears to include this quirk (as well as a range of
others).  The code has changed quite a bit so the proposed patch no
longer applies (and maybe is no longer relevant), however I can't be
certain that it now solves the original issue stated in this bug report.

Could you please re-test oneiric and verify whether the screen restores
now after resuming from suspend?

Meanwhile, I'm going to optimistically assume this issue is solved.
Please reopen (or file a new bug) if it's still a problem in oneiric (or
newer).
