There's no need to guess here, the apport data clearly states that
Compiz and Unity 3D are running on your computer. So graphics effects
ARE on, just the Visual Effects tab is not there in the Appearance
properties. This is normal, since we deliberately removed it in 11.04.
You can instead configure graphic effects settings using CCSM (install
compizconfig-settings-manager and then launch CCSM through the Unity
Dash).
