the thing is I cant reproduce this bug with your given steps, not to say I have not faced the problem as I believe I saw the same a few days ago, if you logout and login again the problem won't happen, it happens after a bit of system use, there must be a trigger, if you are easily able to reproduce the bug after a login I am interested to know what specific you do to face the problem.
