I think you misunderstood the problem.
The problem is not that some packages do not get installed, but that if I have 
some updates (in the last case they were 13) I cannot get them installed using 
update manager, I have to use apt-get.
It does not matter if 2 of the 13 packages do not get installed, but the other 
11 simply are not installed using update manager , that's the real problem.
