I'm pretty sure it's done on purpose, the correct way to ensure Network Manager
won't mess with your network in this case is to make sure it's not running for
that interface.
Sometimes selecting "Disconnect" in the menu is enough, some others you'll need
to untick "Enable networking" before manually changing the interface.
There's also the fact that NM's dhcp timeout is now a lot longer so it
may just be that you aren't patient enough (as in, didn't wait 2-5
minutes before manually changing the interface).
Either way, manually changing an interface that's managed by Network Manager
isn't something we can or want to reliably support. The proper way is to
blacklist that interface (just add it to /etc/network/interfaces as "inet
manual"), turn off Network Manager or use Network Manager to manage your static
configuration.
