I have added a zip file which contains 2 screenshots: Screenshot-opening.png - Shows the normal downloading-bar when I open the file. The sentence "Dokument wird von http://www.intel.com/content/dam/doc/product-brief/h67-express-chipset-2nd-gen-core-brief.pdf geladen" means: "Document is downloaded from http://www.intel.com/content/dam/doc/product-brief/h67-express-chipset-2nd-gen-core-brief.pdf"; Screenshot-while-open.png - This is shows the problem. The sentence "Dokument wird erneut von http://www.intel.com/content/dam/doc/product-brief/h67-express-chipset-2nd-gen-core-brief.pdf geladen" means: "Document http://www.intel.com/content/dam/doc/product-brief/h67-express-chipset-2nd-gen-core-brief.pdf is downloaded again" - It says "again", so evince seems to know that it is already downloaded. I hope this informations help you to find the bug.
