As general as that, this can be randomly complex. There's no standard
for configuration mechanisms and there are changes between versions. If
you think a specific migration is very common, say Epipahny 3.32 to
Midori or Firefox 7 to Midori, one can check how much effort that would
be. Though I don't think we have that kind of spare resources, we need
developers elsewhere.
