Looking further into this I see there is an /etc/default/apport, but mine has:
# set this to 0 to disable apport enabled=1 # set maximum core dump file size (default: 209715200 bytes == 200 MB) maxsize=209715200 in it and I still don't get apport popping up when there is a crash.
