After troubleshooting this issue as a video driver issue I was able to correct it.
When docked and internal monitor is off (closed) it would never enumerate to the two external monitors correctly leaving me to have to hard shut down and boot with the laptop off the dock to boot properly and then once signed it dock it. I discovered sometimes with the internal monitor on I could get it to boot properly while docked (intermittently). I also discovered I could always get it to boot properly if I only had one External monitor plugged in. I tried installing the AMD/ATI proprietary driver listed in additional drivers which fixed the boot issue while docked but would only allow one monitor or clone of monitors, not a multiple display. Also desktop animations wouldn't work and refresh seemed slow. Exploring AMD's driver documentation I discovered the following wiki page for installing the updated AMD/ATI Catalyst 11.12 drivers and several xorg.config file settings which worked better than the driver that is listed in Additional drivers but I couldn't get both monitors to work. One would work and the other would have a session open which I could mouse over but it would be nothing but white space and I couldn't interact with it. http://wiki.cchtml.com/index.php/Ubuntu_Oneiric_Installation_Guide Answer to this issue: Then I reinstalled the proprietary driver in additional drivers and tried the following command : sudo aticonfig --initial=dual-head -f which yielded similar results as the previous driver. Researching further I found this forum page http://ubuntuforums.org/showthread.php?t=1862451 I went into Synaptic Package Manager and searched for "AMD" to bring up the fglrx packages and chose to install "fglrx-amdcccle-updates which removes "fglrx-amdcccle" I then ran the command from the forum "sudo aticonfig --initial" and then started the ATI Catalyst Control Center and enabled the muti-display which prompted me to reboot. After rebooting the driver was working correctly with no issues booting, with video or animations.
