Based on the information I've read on the forums it seems the problem
has existed for a couple years but apparently was never submitted as a
bug.  I found this link for the patch that introduced hid-twinhan ....

Basically someone wrote a kernel driver to customise his personal style
of Twinhan remote to his personal key mapping preference for his
personal MythTV configuration thus breaking everyone else's systems.  I
just went to set up an HTPC  again the other day and pulled my old
Twinhan remote out to run it and noticed it no longer worked. Of all the
remotes I have from TV cards it is the only one that has ever worked.
