New Information: There still seems to be a bit of a disconnect... if the client is already installed then the installer will not complete.
I decided to purge all packages associate with ubuntuone-client. I verified that the Ubuntu One menu item was no longer in Settings Manager. I used synaptic to install ONLY the ubuntuone-installer package. I used the Ubuntu One menu item in Settings Manager to install Ubuntu One. I am now connected and synchronizing.
