Thanks for following this up. I can reproduce it on precise with
ubuntuone-client-gnome 2.99.1-0ubuntu1.
To reproduce:
Open Ubuntu One and sign up.
Open nautilus and go to the Ubuntu One Folder.
Go to File > Ubuntu One > Show ribbon on some folders.
Go to the Downloads folder. The ribbon appears here.
Go to File > Ubuntu One > Hide ribbon.
Even if you close nautilus and go back to the Downloads folder, the ribbon is
still there.
