Could you please provide more details about the design of this feature?

Let me explain why i thing this is an incorrect behavior and why this
will be annoying to our user.

The use case for push-to-reveal of Unity Launcher was:
* Multi-monitor support

    You will now see launchers on each of your monitor, and when you
scroll across a monitor, you should feel some resistance in order to
allow for you to use the launcher on that screen.

Given that the launcher is _already_ on the screen and it is already
able to receive the mouse events, adding resistance when moving between
desktops and having to push the mouse faster than it was usually
required is a bit unexpected, the users will perceive this as mouse
pointer hanging. When the displays are aligned vertically, the mouse
moves to the next display easily.
