Closing as wontfix since the behavior is by design.
If for some reason you're seeing two notifications (one on each
monitor), that would be a legitimate bug - in this case please file a
new bug report using 'ubuntu-bug unity' and attach a screenshot that
shows the problem.
On the other hand, if you are seeing the intended behavior but just want
a configuration setting to change it to some other behavior, please file
a new bug report (again, using 'ubuntu-bug unity') with a proposal for
what to be added.
