1) As the time of the posting, "sudo passwd username" wasn't allowing that.
2) I would argue that it should be easier for the user to allow that.
3) What defines "reasonable"? Isn't a 6 letter word (ie. "ubuntu") reasonable 
enough? Web services, where password selection is way more critical, tells the 
requirements for the password. They don't just say "is too simple!".
