Some more research shows that the libglu1-mesa-dev package doesn't
include the file /usr/lib/i386-linux-gnu/libGLU.so. Since it conflicts
with the i386 package, shouldn't it include this file also if it is to
include the required 32 bit dev files?

As a workaround, if I have the libglu1-mesa:i386 package installed I can
symlink the file /usr/lib/i386-linux-gnu/libGLU.so.1 to the missing
file, and then I can build wine with just the libglu1-mesa-dev:amd64
package installed.

The problem is widespread, eg libxrandr-dev, libxi-dev, libsane-dev, etc
all exhibit this problem.

What is the recommended solution? I don't follow what is meant in
comment 4 about stitching the components together afterwards. Should the
libglu1-mesa:i386 package include libGLU.so as a symlink?
