However, /usr/share/doc/libcairo2-doc does not contain said HTML documentation:
$ ls /usr/share/doc/libcairo2-doc/

The documentation itself is to be found in /usr/share/gtk-doc/html/cairo/ :
$ ls /usr/share/gtk-doc/html/cairo/
bindings-errors.html cairo-FreeType-Fonts.html Fonts.html
bindings-fonts.html cairo-Image-Surfaces.html home.png
bindings-memory.html cairo-Paths.html index.html
[...etc...]
libgtk2.0-doc installs the actual documentation in
/usr/share/doc/libgtk2.0-doc/ and symlinks to there from /usr/share/gtk-
doc/html/gtk . I'm guessing libcairo2-doc should do the same.
