It seems that Debian/Ubuntu is using commons-dbcp to provide database
connection pooling services instead.
Does using factory="org.apache.commons.dbcp.BasicDataSourceFactory" work for
you?
Here's an excerpt from debian/changelog:
+ Added patch (09_UseSystemDBCP.patch) to use system dbcp instead of
repackaged tomcat stuff (naming-factory-dbcp.jar)
