I believe you're saying that the first step should be "Click the System Settings icon in the launcher"
We don't do this for a few reasons: 1. It's possible to unlock the System Settings from the launcher (& I think if you upgraded from 11.04, you will not have the System Settings icon there). 2. The Docs Team opposed the inclusion of System Settings in the launcher, as it contributed to a nearly overflowing default launcher for many netbooks and even laptops, and wasn't needed as there are a dozen ways to access System Settings already. Unfortunately, it was a Mark Shuttleworth override. And except for a few screenshots, we're ready for that change to be reverted if it ever happens. 3. It's easier for a beginner to click the text button that says System Settings than trying to figure out which icon launches System Settings (as a beginner might need to read the tooltips).
