Yes, that would be a shortcut to remove the first step and ask people to
just launch universal access from the dash.

I like walking people through the System Settings page though as it
helps people learn how to use System Settings better. Any way, it's the
same the GNOME help does. Even though they could launch Universal Access
directly from the GNOME Shell Activities Overview, the instructions say
to open System Settings from their equivalent menu in the top right
corner.
