On initial inspection this looks like the user creating the payment
doesn't match the user currently logged in (different openid values).
This is consistent with Pay returning a 404 error.

I've searched the logs for this user's openid, but cannot yet find
anything useful.

What strikes me as odd is that the user wasn't required to log in before
attempting to do the purchase. From the description it seems like he was
immediately sent to Pay without having to log in via Ubuntu SSO first.
Maybe that's just missing in the description, but this could be an
indicator of some kind of mismatch in the session (if for some reason
Ubuntu SSO thought he was already logged in, but using a different
account -- or openid value -- than the one SCA used for creating the
payment).
