software-properties-common ships the file "SoftwarePropertiesDBus.py". I searched the source for "PermissionDeniedByPolicy", and found it in that file, as I said above.
But, trying to tinker with the code in that file, I've come to realize that nothing in the software-properties source *calls* that file. You can remove it, or mangle it, without any errors. SoftwarePropertiesGtk.py, apparently, makes all its dbus calls directly through the python-dbus library on the system?
