It looks like it has been a persistent problem following upgrades, but it may affect users who have certain configs, such as GNOME fallback or shell, installed. In my case I had both of those and had been using them widely before and just after the upgrade. I fixed it by committing to a full, fresh install of 12.04. That was a bit of a stretch JUST to get one important app to work. So I do hope they patch it.
