I had a similar issue (bug 120258), that was fixed by doing the following:
In gconf-editor, set apps->gnome-power-manager->use_profile_time to FALSE
(unchecked).
However it almost sounds like you have the opposite problem - so perhaps
try flipping that to checked? I notice in your bug description, 'present
rate: 0mW'. I think the use_profile_time algorithm uses the rate value
to calculate the discharge time, so perhaps you need the old algorithm?
