Same here, but with Ubuntu French installation (from Fresh 12.04 liveCD on PXE), French K750 keyboard, Dell latitude E6500 with integrated French keyboard. I have installed my laptop with a dock station (laptop closed on dock with external keyboard, screen and cable network).
LightDM, Unity and Gnome-Shell applet display « fr_FR » keymap but layout is en_US. The physical « azerty » chain display « qwerty » on screen until I press a key of the integrated keyboard. After login on Gnome-Shell or Unity with external K750 keyboard, keymap is still en_US. If I run 'dpkg-reconfigure keyboard-configuration' the keymap go right in fr_FR without pressing a key of the integrated keyboard... until I reboot. Running 'update-initramfs -u -k all' after 'dpkg-reconfigure keyboard- configuration' don't fix the problem. If y plug another external keyboard (basic dell keyboard) in place of my K750.
