fixes this bug per the test case given in the description.

+ 1. Open Software Center and navigate to the details view for an application 
that has reviews (e.g. Guake)
+ 2. Scroll down to one of the reviews and click the "Inappropriate?" link.
+ 3. Verify that a dialog window opens and it is accompanied by an entry with a 
Software Center icon in the Unity launcher.
