I tried the mainline builds. The same problem still exists. Other things I've tried - reinstall plymouth, plymouth-theme-kubuntu, plymouth-theme-kubuntu-text.
I get the feeling that this is more of a configuration issue. As the original posts have mentioned, USB support does exist after decrypting the hard drive.
