@Adrianna: I'm confirming that when using cntlm, package-data-downloader downloads the file but never installs it, no error messages either. When using our corporate proxy, package-data-downloader downloads the file and installs it successfully.
I arranged with our proxy administrators for an authentication-bypass rule so that we can access http://archive.canonical.com/ through the proxy without requiring authentication. @pdecat: Glad that fixed it for you.
