There is no indication of any "bug" in network-manager 0.9.4.0-0ubuntu4.1. If you're running into issues with connections with that version, please make sure you provide full logs -- the logs for NetworkManager should be found in /var/log/syslog; which you can attach to this bug report.
For delays at booting, make sure you wait the full amount of time for the system to come up to a login prompt; then attach /var/log/syslog.
