Probably should have tried this earlier. I noticed I was missing
/etc/network/interfaces (and this is what turns out to be the problem on
this system here). I replaced it, and now it doesn't refuse to init at
start. Seems like a house of cards, but you *really* need that file. As
of right now, the file contains:

auto lo
iface lo inet loopback
