This issue is going to be very hard to deal with without a stacktrace.

You're reportedly receiving an error message from apport. Please check
if you get a file for modemmanager under /var/crash. If so, you should
be able to copy that file to a different system with internet access,
and send it to be reported in Launchpad with the following command:

ubuntu-bug  name_of_the_file.crash

       Status: New => Incomplete
