False alarm.
It seems that the modem onda MSA190UP needs specific configuration with
usb-modeswitch.
A work around is documented in here
http://www.vivaolinux.com.br/dica/Configurando-o-modem-Onda-MSA190UP-pelo-NetworkManager
Hopefully nobody that doesn't speak portuguese will need to configure
that modem.
