This message is I believe pretty accurate, it's not waiting for user
input (and the message doesn't sound like it does), it's not scanning
wireless or trying to reach the internet. It's waiting for your network
devices to find link and get an address.

If you're hitting this every time you boot, it's very likely because you
have a broken /etc/network/interfaces file, in which case you probably
should try and fix it :)
