OK, a brief update from the land of "trying to build a kernel in Ubuntu
regression land for the first time": I built a kernel from the tag
Ubuntu-2.6.39-0.1, and confirmed that the regression still happens
there.

When I tried building from Ubuntu-2.6.39-0.0 (a logical step, no?), the
build (actually, the pre-build command "fakeroot debian/rules clean")
failed immediately with this error:

debian/rules.d/0-common-vars.mk:12: *** first argument to `word'
function must be greater than 0. Stop.

So... now what? It seems that I've found an inconvenient place in the
development cycle for trying to determine the cause of a regression...
