This has become notably WORSE after some recent update (I have no idea
whether of the kernel or what package).

Now I only can connect to a wifi hotspot if the strength of the signal is 
excellent.
Networks to which I used to be able to connect just fine, I cannot any more, 
and the hotspot hasn't changed nor moved.

Also I've noticed that every time network manager is connecting, there's
a process called hud-service that consumes more than 30% CPU, and this
is new. I noticed it because the cooler fan starts to run faster.
