To go to uy.archive.ubuntu.com traceroute goes from Uruguay to 198.32.124.176 (US Miami) first, then goes throw others routers until gets to 200.236.31.4.
Don't know why (it is not managed by me). So I think we could get better repository in Us. Anyone could change it in default uy.archive.ubuntu.com if I find correct archive server? Cheers, Pablo.
